Boston School Committee submits its first Racial Imbalance plan to the Massachusetts Board of Education.

The plan calls for building 17 new schools and 7 additions, and implementing a city-wide grade reorganization and the open enrollment plan to promote desegregation. The state rejects the plan on February 24, 1966.
